The song refers to Anders Breivik, the Norwegian terrorist responsible for the attacks of 22 July 2011 in Norway.
69 is the reference to the number of victims of the Utøya massacre committed by Breivik (69 young people plus the directors of the field in which it is consumed the slaughter, for a total of 77 people).
