The singer is Sufi Majid Panjshiri صوفی مجید پنجشیری / Sofi Majed panjshiri
The song is probably called مستم مستم
The accent is a bit unfamiliar to my Iranian ear, but the first part is:
مستم مستم به بوی جانان مستم
دل در طلب وصل تو بستم بستم
گویند كه مرا عاشق بدنام تویی
من غمزده عشق تو بودم هستم
