1. Because this line is written in hiragana, it can plausibly be interpreted in multiple ways, but I think ほこ refers to 矛 (lance, pike, etc) and たて refers to 盾 (shield, buckler, etc).
2. The Seven Warring States of China's Warring States Period.
3. I translated ざわざわと somewhat liberally here. A more literal translation would be "noisily, noisily" but I felt chaotically better fit the theme of ending a turbulent period in Chinese history.
4. The Warring State of Qin, which Qin Shi Huang ruled before conquering all of China, was the furthest west of the Warring States.
5. Interestingly, this line uses 王 (king) rather than 皇帝 (emperor), suggesting that it refers to Qin Shi Huang's as king of Qin rather that as emperor of China.

The Japanese title 嬴政 refers to Qin Shi Huang, the emperor who unified China for the first time in 221 BCE by conquering the other Chinese Warring States. The lyrics describe his conquest of the rival Warring States. I'm not a historian, but the Wikipedia article on him was quite informative: https://en.wikipedia.org/wiki/Qin_Shi_Huang I chose the English name "First Emperor" since the original Japanese title of the song uses a title used to refer to Qin Shi Huang rather than his name.
