"Head in Istanbul, body in Dukagjin" refers to the death of the powerful Albanian leader Ali Pasha of Tepelana and Janina. He was killed by beheading in Janina in 1822, his head was sent to Istanbul in Turkey, separated from him body which was in Dukagjin, Albania.
