"Chanson" in the name of the song here means this: https://en.wikipedia.org/wiki/Blatnaya_pesnya.
But this song is not really the "Russian Chanson", but rather the irony about it. It follows the style, it tells about crime and prison, it has the mood, but the compassion is given not for some real criminal, but for poor hungry guy who got ridiculously big prison term for very small crime. Truth is that Ukrainian police actually CAN handle things this way, they can send people to prison for small things, instead of helping those people; but close their eyes to something significant when done by someone rich and/or in power. I think, that what this song is actually about.
