In Portuguese, the verb contar(e) has many acceptations, but the only relevant ones in the context of this song are "to tell, talk about or relay something to someone" or else, "to measure, evaluate or assess".

Hello Metodius,
the first time I heard this song now, I thought of the meaning of "contar" in this context quite the opposite to your comment! For me it has the meaning "to count". I cannot explain it, it is so poetical, all about feelings and the time going by. It makes more sense to count hours, days and month, than to tell them.
And I suggest as translation for the title the engl. noun "sceam". There might be the verb "to bellow" , but as a noun it has the meaning of " um fole de forja". Hope to have helped you.
