Cry Wolf

Someone who is calling for help when it's not really needed.

To sound the alarm when there is no danger, to complain about things that have not happened but might be negatively anticipated. It originates from Aesop's Fables in the story of the shepherd who was bored and the wolf who later showed up. There is another story about "Chicken Little", who was hit by an acorn and ran around saying 'the sky is falling'. It too is about false alarms.
