He is not Latvian. This is copy-paste from English Wikipedia:
Vitaliy Vladasovich Grachov (...) is a Ukrainian singer who sings in Russian, and is also known as the "Russian Chayanne".
This means he is Ukrainian.

Well, it's funny. But his official facebook page describes him as a "RUSSIAN CITIZEN", "RUSSIAN MUSICIAN", "RUSSIAN ARTIST" in this passage: "The Chinese Organizing Committee of the XXIX Olympic Games invited a well-known Russian Artist Vitas to take part in ........"

Yes, it certainly is :) But he's considered as Ukrainian singer even on Russian Wikipedia which is a sufficient proof to categorize him as Ukrainian in my opinion.

Wikipedia is an open site. It can not be considered a reference at all. You can write whatever you like and change whatever you want. For example: When I commented here in the first time it was written in Wikipedia that he is Latvian. But seems that someone has changed this.
I think how he defines himself weights more in such things. He didn't define himself as a Ukrainian citizen neither in his official site (neither in English, nor in Russian), nor in his official page on Facebook.
Well, should we define him as Russian in that case?
Sorry for interfering, but I always think it's always better to add the country to the artists where they were born (born& raised), and this singer was born in Lativia and he was living in Latvia till he became a teenager. His parents also probably were Latvians..
Well, I think it's not a good idea. For example, there are many Serbs born in Croatia who would find it offending if you categorize them as Croatians. I think that artist's nationality is the best option for defining his/her country. For example: a Serb born in Croatia - his country: Serbia, Russian born in Latvia - his country: Russia etc.
