It's commonly used when talking about WWII, since during the second half of the war Italy and Germany were on opposite sides; though it's also used in other contexts too.
The original song is indeed about soldiers going back home after WWII is over, though this parody is about the political party Movimento 5 Stelle. - 2. Reference to the political party Movimento 5 Stelle {five star movement}, created in 2009 as a people’s protest movement; it became a political entity in 2013, and was the majority party in 2018-2021 (in the Conte I and Conte II cabinets).
