Or 'all spruced up' as well. Looking all clean, neat and attractive. A male in a suit all pressed and well made clean shaven with shined shoes would be all spruced up. A woman in a dress/pants suit, with hair done and make up on might be described so as well. This is more often used amongst males.
Spruce leather was high fashion 16th century. A spruce tree is also neat, symmetrical and uniform in appearance.
An old building with a new coat of paint, or new doors, windows, etc. might also said to be 'spruced up'.
